Application Procedure

Prerequisites for the carnet application (to be provided by the applicant):

  • Name of individual carnet holder and organization that the individual represents.
  • Copy of the NTN Certificate of both the individual and the organization.
  • Copies of first 6 pages of an electronically readable passport of the individual carnet holder along with

a copy of CNIC (in the case of Pakistani citizen).

  • Description of item(s), their value and photographs duly certified by the organization/ carnet holder with

signed company invoice stating value of the item(s).

  • Application must be signed by the individual carnet holder as representative of his/her organization and duly

verified by the bank.

  • Letter of recommendation from the carnet holder’s representative association or chamber of commerce.
  • Names of countries for which carnet is required.

Security Deposit

Minimum 45% refundable security deposit.

For goods over Rs.1,000,000/- of value the carnet fee will be double of the Processing Fee.

Please indicate your requirement above and ICC Pakistan, upon approval of your Carnet application, will require you to deposit the fees and security deposit.

Carnet Issuance Fee

Upon the approval of your application for an ATA Carnet charges will be advised along with the required refundable security deposit.

The Carnet charges will be as follows:

Rs.60,000 /- Carnet processing fee.

Delivery & Discharge

Upon receipt of the security deposit and carnet fee the applicant may either choose to take delivery of the carnet by hand from ICC Pakistan ATA Carnet Operations offices or by courier services for which a receipt acknowledgement will be required from the carnet holder. The same method will apply for the discharge of carnets.

Carnets will be issued with a special seal and duly signed by an authorized individual. Any amendments or tampering of carnets will make the carnet void and ICC Pakistan as the National Guaranteeing & Issuing Organization reserves the full right to take the necessary legal action and forfeiture of security deposit.


ICC Pakistan as the National Guaranteeing & Issuing Organization reserves the full right to grant or refuse a carnet based on the verification of the required documentation in the case of both the individual and his/her organization.

If for any reason ICC Pakistan ATA Carnet Operations office is apprehensive or not convinced of the bona fides of the application it may choose to call the applicant to bring the original passport & CNIC of the carnet holder and the item(s) to the Issuing Office for further verification before granting issuance of the carnet.
